New Game Plus is available at launch. It carries your abilities forward so a second run starts with a deeper kit.

Respec still matters
Even outside NG+, talents and artifacts can be respecced freely during a normal playthrough — so first-run experiments are safe. See Talents & respec.
When to start NG+
Finish the story once, tidy unfinished World Quests if you want completionist hours (~50h estimates), then start NG+ to replay with a full ability set. Playtime context: How long to beat.
